Simplify IsIndexUsableForReplicaIdentityFull()

Take Relation as argument instead of IndexInfo.  Building the
IndexInfo is an unnecessary intermediate step here.

A future patch wants to get some information that is in the relcache
but not in IndexInfo, so this will also help there.
