Fix documentation regarding reenabling of flapping servers.

Add some missing updates that had been made in the live version of
automirror, but not committed.

Allow mirrors to be 10 seconds into the future, to allow for
frontends hosted behind varnish where this can happen because
the checking script takes more than 1 second to run...

Use "master" instead of "wwwmaster" since we support more than one type of mirror

Finalize support for multiple mirror types.

Most of the support was there, but not actually a loop over what the
different mirror types... Also, add support for sync files not named
web_sync_timestamp, and hostnames other than www.postgresql.org :-)

In passing, fix http protocol error that we used "\n" instead of "\r\n" to
terminate lines, which seems to confuse lighttpd on the ftp mirrors...

Rename sync_timestamp for website to web_sync_timestamp, so it doesn't conflict
with the one on the ftp site.
