Is this library a CLC-owned library?

Hi! @simonmar, I noticed that the maintainer field of the Cabal file was set to libraries@haskell.org, which usually indicates ownership of the CLC for libraries that have this. However, since the current list of CLC library was taken from the wiki (which was infamously unreliable) and does not indicate parallel, could we have a clarification of its status?

The maintainer field dates from before the CLC existed. I doubt this should be a CLC-owned library (at least in its current state), but I'd be more than happy to have others help with maintenance, as you can tell I'm not able to spend a lot of time on it myself.

If noone else is available, I'd be willing to help with maintenance. I still have an open PR (#61) that I'd like to get merged.

@andreasabel since @simonmar unfortunately hasn't responded yet, could you, as a Hackage Trustee, add @Kleidukos and me as maintainers on Hackage? We're already collaborators on GitHub, but without Hackage access, we can't publish new versions.

Unfortunately, I do not have the competencies to do so. I can only add new uploaders to Hackage (so, given then basic permission to upload their own packages), but not to a specific project on Hackage.
