I did a little more digging and found the Arduino Create Agent folder installed in the User Admin set of folders. I don't normally operate logged in as Admin but as a normal user. So I decided to install the Create Agent into the same AppData folder but in the user folder where I normally operate. This time I got passed the error message but got this warning message. Before I continue I want to be assured that this is normal and acceptable. I have X'd out the last 24 digits of the number since I don't know if sharing that would also be a security risk. I can share it if it is required for your answer.
