On startup, Arduino IDE downloads some essential helper tools from the Internet if they are not already installed on your computer. This download is failing, which is why Arduino IDE is not able to start up.

Do you have any idea why Arduino IDE is not able to access the Internet?

I see you have configured Arduino IDE to access the Internet through a proxy server. Do you use a proxy server? If so, is the 192.168.185.117:7071 configuration correct? If so, does the proxy server require username and password authentication?
