[NEW] Arduino Package Manager

I have been created (will be adding new features based on requests or if I found out any new idea) a completely compatible (with all the Arduino projects out of the box) simple package manager!
I would really appreciate if you could check and use if you like it! :slight_smile:

Thanks for this @klavorar! It looks very useful.

Very cool to see Arduino CLI being used by the community as a Go library. I think this is the first time I've seen that (though Arduino is doing so in multiple official projects).
