pointer_to_bitarray?

I'm mainly posting this to get a quick feasibility check on whether this would be something useful/possible/easy.

I recently came across a use-case where I'm actually getting a memory blob from another service that is essentially the b.chunks part of a BitArray, along with the length. Ideally, I'd be able to leverage something like pointer_to_bitarray(ptr, len) that would just wrap the existing memory.

Since in theory there seem to be several choices for how one might format chunks ("column-wrap"?), to me this seems like package material. However, adding an inner constructor that allows you to pass in a pre-existing chunks array seems reasonable. CC @carlobaldassi.

Yes, an additional inner constructor should do the trick.
