prepare HLS for 9.12: move ghcide-test to a stand-along dir

ghcide-test now lift up to haskell-language-server.cabal independently. It is best to move it to a stand-along dir.

I discovered this when I build a 9.12 version ghcide and run it in the ghcide dir. A lot of errors shows up:(
