1. Magento 2.3.3 setup with PHP 7.2 installed using a composer

Steps to reproduce (*)

1. Upgrade to PHP 7.3
2. As friendsofphp/php-cs-fixer current version(~2.13.0) does not support PHP7.3 , execute

composer require-dev "friendsofphp/php-cs-fixer"

to upgrade the version

Expected result (*)

1. Php-cs-fixer version upgraded to ^2.16

Actual result (*)

Problem 1
- magento/magento2-functional-testing-framework 2.3.9 requires php 7.0.2|7.0.4|~7.0.6|~7.1.0|~7.2.0 -> your PHP version (7.3.11) does not satisfy that requirement.
- magento/magento2-functional-testing-framework 2.3.9 requires php 7.0.2|7.0.4|~7.0.6|~7.1.0|~7.2.0 -> your PHP version (7.3.11) does not satisfy that requirement.
- magento/magento2-functional-testing-framework 2.3.9 requires php 7.0.2|7.0.4|~7.0.6|~7.1.0|~7.2.0 -> your PHP version (7.3.11) does not satisfy that requirement.
- Installation request for magento/magento2-functional-testing-framework 2.3.9 -> satisfiable by magento/magento2-functional-testing-framework[2.3.9].
