Magento 2. Admin Place Order not working as expected.

Preconditions (*)

1. Magento 2.4.1
2. Not reproduced on 2.4-develop;
3. Reproduced on 2.4-develop + MSI (Inventory);

Steps to reproduce (*)

1. Create customer with different default billing and default shipping address (2 different addresses in total)
2. Go to Admin > Sales > Orders > Create Order
3. Select customer from step 1
4. Edit any billing input

Expected result (*)

1. Only billing inputs change

Actual result (*)

1. Shipping counterpart input changes

Hi @victortodoran,
This issue has been reproduced on the Latest Magento 2.4 Instance.

See attached the screenshot:

@victortodoran - When the user changes the billing address content on the Address Information > Billing Address section, It automatically updates the Shipping address information.

I have confirmed this issue but Need to final approvement for the @sdzhepa end.
