Make the primitive-unlifted bound more strict #6
Description
primitive-unlifted does some dubious things which panic with newer versions of the compiler. See the discussion on https://gitlab.haskell.org/ghc/ghc/-/issues/20908 and haskell-primitive/primitive-unlifted#28 for more details.
We need to exclude primitive-unlifted-1.0 for build plans that work on GHC-9.0.2 and GHC 9.2.1
