padding problem relayouting autorange when counter axis has inside ticklabels

As discovered by @alexcjohnson in https://github.com/plotly/plotly.js/pull/5589#issuecomment-824225936
`autorange` takes into account the space for inside tick labels when using`newPlot`.
But there is a padding problem when setting that using `relayout`.
