Consider replacing flake8/pylint by ruff in pre-commit

Description

Besides being way way faster, it would allow us to get rid of setup.cfg which AFAICT exists only because flake8 does not support pyproject.toml: PyCQA/flake8#234.

If flake8 is the only thing preventing us from deleting setup.cfg, then we should create a .flake8 file.
