Upgrade JCache dependency to 1.0 final [SPR-11640]

After a grand total of 13 years, JCache (JSR-107) is now final... Since we're building against the JCache 1.0 RC1 API still, we need to update to the 1.0 final version for 4.1 and also for 4.0.4.
