TreeList Drag and drop row to the bottom of the list does not work when the bottom item has no children

Reproduction of the problem

1. Open the following Dojo:
   https://dojo.telerik.com/eTiZONIj

2. Drag Jane and Drop it under Maria

Current behavior

Jane goes above Maria

Expected/desired behavior

Jane shall be placed at the bottom of the list under Maria

Just to make a note how drag and drop on to the bottom is working in one of the use cases:

As the reordered item need a reference item according to which it will be positioned, dragging an item to the bottom will use as a reference the last visible item.

Meaning that in the sample (https://dojo.telerik.com/eTiZONIj) reordering to the bottom when the last visible element is children will drop the dragged element after the children on the same level, like this:
