The document presents a block-based Discrete Wavelet Transform (DWT) image compression technique using genetic algorithms and HCC code matrices to minimize storage space while maintaining data integrity. It describes various compression methods, evaluates their performance based on standard images, and introduces a new clustering approach combined with Particle Swarm Optimization for more efficient image compression. Experimental results show that the proposed method outperforms traditional techniques like JPEG in terms of Peak Signal-to-Noise Ratio (PSNR) and compression ratio.
