This research paper presents a framework to identify and prioritize quality requirements for cloud computing services, focusing on functional and runtime layers. It utilizes the Servqual model and feedback from industry experts to derive key quality constructs including service time, data security, and accessibility, validated through a user-based questionnaire and Partial Least Squares-Structural Equation Modeling (PLS-SEM). Findings indicate that functional layer quality factors are more critical than runtime factors in determining user satisfaction in cloud computing environments.
