This adds a missing OuterAttribute for macro invocations used in
statement position. That is, something like the following is valid
and compiles successfully.
```rust
macro_rules! m {
() => {
compile_error!("poof");
};
}
fn main() {
#[cfg(false)] m!();
}
```
